Student Management Policy


1.0        Purpose

AIC has procedures in place so that each case is dealt with in accordance with the principles of natural justice. Suspension/expulsion occurs when a student’s misbehaviour or continual misbehaviour becomes a harmful or dangerous example to other students at the school or when the welfare of staff and/or students is threatened if the student continues to attend school.

2.0       Application

This policy applies to AIC Council, Principal, staff and students.

3.0       Related Policies/Documents

This policy should be read in association with these policies: Privacy,Digital Technology Use including the Digital Citizenship and Responsible User Agreement, Curriculum Assessment, Special Educational Needs and Health and Safety policies.

4.0       Definitions

Stand-down means a formal removal of a student from school by the Principal for a specified period of no more than five days.

Suspension means the formal removal of a student from school until the AIC Council decides the outcome of a suspension meeting. The Principal or person delegated by the Principal in the Principal’s absence is the only person who can make the decision to suspend a student from school. The AIC Council must hold a meeting within ten working days of the suspension to decide the outcome of the suspension.  The AIC Council may decide to:

    1. lift the suspension without conditions; or
    2. lift the suspension with reasonable conditions; or
    3. extend the suspension with reasonable conditions for a reasonable period; or
    4. expel the student.

Exclusion and expulsions are subsets of suspension where an enrolment is terminated.  If the student is aged under 16, the AIC Council may decide to exclude the student from the school, with the requirement that the student enrolls elsewhere. This decision should be arrived at in only the most serious cases.  If the student is aged 16 or over, the AIC council may decide to expel them from the school, and the student may or may not enroll at another school.  Again, this decision should be arrived at only in the most serious cases.  Excluded or expelled students may face difficulties in enroling in other schools. Gross misconduct must be striking and reprehensible to a high degree and sufficient to justify removal.

Natural justice can be defined as the obligation to act fairly and reasonably in the circumstances. The principles of natural justice must guide the making of any decision that will affect a person’s rights, obligations or interests.


5.0          Policies and Procedures

The AIC enrolment contract includes statements in AIC Terms and Conditions related to behaviour and discipline of students. These behavioural expectations apply at all times when students are on AIC property, or in AIC homestay, or wearing AIC uniform, or on any AIC activity, or representing the school. All AIC boarding students and AIC homestay students in or out of AIC uniform are deemed to be representing the school. They are as follows:

5.1  Behaviour

      A student must always  

  1. Treat fellow students and staff with respect.
  2. Treat the property of fellow students and staff with respect.
  3. Complete set homework by the required deadlines
  4. Report any damage to AIC property to a staff member immediately. He/she may be charged for any damage caused by them.
  5. Return any borrowed AIC property in good condition. Students may be charged a replacement fee for any damage.
  6. Take responsibility for keeping toilets, student areas and classrooms tidy and clean. 

   A student must never:

  1. Put themselves in danger in any way; including any form of self harm.
  2. Use bad or offensive language at any time.
  3. Harass any student or staff member, sexually or otherwise (and whether personally or by electronic or other forms)
  4.  Bring drugs, alcohol or tobacco, or use alcohol, drugs or tobacco on AIC premises or in AIC homestay. AIC reserves the right to require a student to take a urine or blood test if    under suspicion of drug or alcohol use.  AIC also has the right to search the property of   students and seize and retain drugs, alcohol or tobacco.
  5. Be violent or make any threats of violence.
  6. Vandalise or abuse any AIC or AIC homestay facilities, buildings or equipment.
  7. Bring any sort of weapon to AIC College, AIC Boarding or to AIC homestay.
  8. Smoke or spit anywhere on the AIC premises while wearing AIC uniform or representing AIC or in AIC homestay.
  9. Enter into any form of cheating, including plagiarism or any other dishonest practice.
  10. Put any other student or staff member in danger or subject to any other risk.


5.2 Discipline

If AIC rules and regulations are not followed:

  1. A verbal warning can be given*
  2. A written warning can be given, which will be recorded on the student’s file.  The student’s parents and/or agent will be contacted and informed as deemed appropriate by AIC * In the case of overseas students warnings will be sent electronically accompanied by the respective translation with a request of receipt. Deans/Director of Studies  will keep copies of warning letters of day students in the student’s individual file. In the case of boarding issues the Accommodation Manager keep all copies of boarding students in the students individual file at the Boarding house.
  3. If a second, (final) written warning needs to be given, the student will meet the Principal*.  This may result in stand-down, suspension and /or explusion from AIC.

* Each type of offence is treated independently in this process.

Serious misconduct may result in an acceleration of this process, with one or more of these warning being bypassed.

Gross misconduct may result in immediate suspension and/or expulsion.


5.3     Suspension

In the event that a student is suspended, AIC Council will decide on the period of suspension as well as whether the student will be permitted to come back to continue study. 

5.4     The Student’s Rights and Responsibilities

Students’ rights and responsibilities are articulated in the AIC Enrolment Terms and Conditions as follows:

Student Rights and Responsibilities

Students have a right to:

    1. Academic freedom (as defined by the Education Act 1989 as freedom, within the law, to question and test received wisdom, to put forward new ideas and to state controversial or unpopular opinions).
    2. A reasonable standard of support services and facilities.
    3. Fair evaluation and assessment.
    4. Open and accurate information.
    5. Competent and effective teaching.
    6. Programmes which meet the required internal and external standards for approval.
    7. Respect for social and cultural differences, and personal privacy.
    8. Freedom from any form of unjust discrimination or harassment.
    9. Fair treatment within the learning environment.
    10. Problems being dealt with quickly and fairly                                                
    11. Representation in the development, implementation and review of policies.

Students have a responsibility to:

    1. Notiry the Admissions Administrator of any changes in contact details (address, email, phone number,etc), accommodation type, medical conditions or special needs.
    2. Be careful (taking care using equipment and facilities; wearing suitable clothing; not endangering themselves or others).
    3. Respect others (being sensitive to personal, social, cultural and gender differences; respecting the needs, rights and freedoms of others).
    4. Observe the rules at all times whilst a student is at AIC (know what is expected of them); meeting course requirements; being honest in submitting work and in sitting exams; obeying restrictions; avoiding inappropriate or unacceptable behaviour).
    5. Keep classrooms, toilets and other student areas clean and tidy.

5.5 Suspension

If the Principal decides that the student’s behaviour warrants a suspension,

natural justice means that the student has the right to:

    • remain on the school’s register;
    • have suspension procedures consistently applied;
    • be given notice of possible outcomes;
    • know all the information on which the principal’s decision to suspend is based;
    • be able to comment/challenge and correct if required, that information;
    • have time to prepare a response to the information (therefore the information needs to be with the student 24 hours prior to the suspension hearing);
    • be represented/or supported at the suspension hearing.


5.5.1 Student Welfare

Student behaviour, leading the Principal to consider suspension, may be a symptom of serious underlying problems that may require the help of other agencies. Counselling and communication with parents will provide the Principal with information on what additional help the school should provide for the student. In addition students are entitled to a support person of their choice, who is available at the time to accompany them when being interviewed by AIC staff (School or Boarding). Note that his applies to actions of a student that seem likely to result in Stand Down, Suspension or Expulsion. Likewise, students should be referred to the AIC Guidance Counsellor when involved in serious disciplinary issues that seem likely to result in Stand Down, Suspension or Expulsion.


5.6     Stand-down, Suspension, Exclusion and Expulsion Procedure 

The Principal will follow the procedures as outlined in the AIC Policies to ensure stand-down, suspension, exclusion and expulsion procedures are followed and notify the Secretary (MOE) in writing, using form PSS1, which includes:

The name and last known address of the student.

  • The day(s) on which the student was stood-down/ suspended, excluded (not in processes overleaf) and/or expelled.
  • The length of the stand-down/suspension (if applicable).
  • The reasons and conditions for the student’s stand-down, suspension, exclusion (not in processes overleaf) or expulsion.

Where applicable, the New Zealand Immigration Service (NZIS) will be notified immediately by the Admissions Administrator, where a student’s enrolment has been terminated and his/her student visa may be cancelled.

In the case of a boarding suspension from AIC Boarding or AIC Homestay the student will be accommodated in an isolated room under the direct supervision of the Accommodation Manager or delegate for the duration of the suspension. Unless the Council decision states otherwise, the student will attend lessons as usual. In the case of an expulsion from AIC Boarding or AIC Homestay the student may also be required to leave the College, unless he/she resides with a parent.


 5.7  Documentation

 Supporting documentation should be based on the relevant sections of the Ministry of Education “Guidelines for Principals and Boards of Trustees of State and Integrated Schools".
